Took a look at the my Samsung S8+ and I don't have anything resembling the health check on yours. Closest thing I have is device maintenance and I'm careful what I allow it to do. It does take forever on one of these new phones to go through every setting and shut things off. Haven't had a single glitch with Bubbler in the last several months. I don't even turn it off anymore, let it run all the time. It uses very little data.
The gotcha on my phone is the battery app power monitor. It shuts down apps in the background to save the battery. Disabled it, I'll control the apps.
