You should be able to do it from your profile page by clicking on the avatar space on the left side of the screen.

Is this a function I can do from my phone? Clicking on the avatar image yields no results.

You should be able to. Tap your user name to the left of the inbox link. Then tap the "profile page" link. Scroll down and you should see the existing avatar. Tap on the avatar and that should bring up the avatar editor.

Okay, sounds like I am doing it right. When I do the steps you outlined above it says I do not have permission or access to that page.
