Can the RAT begin/end somewhere besides a 'checkpoint' location?

I live in Levelland, TX, directly on the route from Kermit to Texline. Can I start and end my route here?

As the rules state,

"You may start at any of the mandatory checkpoints."

So the answer to your question is no.
