I thought the difference might have been that I have administrative privileges that allowed me to change the avatar. So I just created a test account that is a normal user account. I then logged on to it on my iPhone, took the link to my account (by touching my user name next to the inbox button), and touched the avatar. That took me to my profile page. I then touched the avatar, which took me to the avatar editor. It asked me if I wanted to upload a new avatar, so I touched the "Choose File" button. It then asked me for the source (take a photo, go to the photo library, iCloud, or "more". I selected my photo library, then a photo. It took a few seconds to upload. It did not complain about not having the correct permissions.
I took a look at your account and don't see anything that would prevent you from doing the same, so I'm at a loss. Anyone else having that problem?

I did, but realized that my login timed out. Once I logged in again I was able to reset my avatar.
