Unless Howard or Mike says differently, I would look at it as a situation where you could earn both certificates as nested rides.

The basic rule for nested rides is that if one ride by definition is completed within another, we only issue one certificate. The classic example is where everyone who completes a Bun Burner GOLD has by definition also completed a Saddlesore 1000. Conversely, not everyone who completes a Bun Burner 1500 necessarily completes a Saddlesore 1000 (e.g., one completes the first 1,000 miles in 25 hours but the 1,500 miles within the 36-hour time limit). So we could issue both certificates.

Similarly, not everyone who complete a Lighthouse Silver necessarily completes a basic Lighthouse Tour (e.g., they obtain the first 60 lighthouses in 13 months but 120 in 24 months). So it seems to me you could submit for the basic Lighthouse Tour certificate, keep riding for another year, and apply for the Silver certificate counting the lighthouses from the earlier basic ride.
