The MLK ride states that this is a motorcycle ride on MLK day, the 3rd Monday in January
Am I correct to assume that any part of the ride (start or end) must occur on MLK day?

This year it is celebrated on January 18. To qualify for this certificate, you may start on January 17 and finish on the 18th; start and finish on the 18th; or start on the 18th and finish on the 19th.

Harpers ferry national park is a stop on the trail..is there a specific place for the picture or does anyplace suffice? A good Detail receipt is a given

The rules read, in part:

----Take a 'selfie' with the site in the background.
----Label the photo with the name of the site.
----ALSO, obtain a DBR from the city in which the site is located.
NOTE: For this requirement, you may NOT submit site visits that are within sixty miles of each other. In other words, don't collect five pictures in Birmingham, Alabama and then go ride 1,000 miles.

So any place where we can identify the site from the selfie will work.

Obtaining a receipt at the site will, of course, fulfill the receipt requirement.
