By clicking on the "Inbox" link in the upper-right portion of this screen, click on "Start a Conversation", fill in the recipient and other information, type your message, and hit "Start Conversation".

I am getting an error when I try to do that. It says I don't have permission to do that.
 
I too recently upgraded to premier member on 11/28.
Haven't recieved an official confirmation email other than receipt of purchase, but I'm patient.
